The video might be fake just based on who made it, but, if you look at other dust devil videos on YouTube, some of the bigger ones do spin that fast. Also, a dust devil isn't going to spin a certain way due to the Coriolis force, it's too small, so the dust devil spinning counterclockwise doesn't mean much. I remember seeing this video weeks ago and at first I thought it might be real, but once I watched it again it was obviously fake. Just look at around 0:30 and you can clearly see how it is just a "green screen" type background. Once he shows his face, it's obvious that it is edited to make him fit into the background.
