Truthfully we are vulnerable to a wide range of extremely inconvenient events, but not very many devastating events that tear your house apart in seconds. So it is quite arbitrary though it has been pretty bad here the last few years. Sadly more incentive for people to leave (as if they already don't have enough valid reasons). Sandy was very much the exception, NOT the norm. Dunes and elevated houses even just a foot would provide adequate protection from most nor'easters and flash floods.
