At BOS a July afternoon temp in the mid-70s with mid-50s dew point happens just about every summer. Going by that 74/56 obs, it's a -5 on both the normal temp and dew point which are 79 and 61 respectively for 5 PM on the 18th of July at BOS. If you want 10th percentile rare low temps and/or dew points, you'd need a temp <67 or a dew point <52 at BOS this time of year. One might look at that temp/dew combo and think rare territory, but in reality it's par for the course for our summers. As nice and cool this summer has been perceived by the public, the last 45 days are running above normal, albeit not by a lot, but still a warmer than average summer thus far. I wonder what people would guess is the average afternoon heat index at a relatively warm location like BDL for a July afternoon? It's 82.6 while the average afternoon temperature is 81.2. For the entire summer the average afternoon heat index is 79.9 with an average dew point of 58.9. Normal around here is quite pleasant in the summer. The fact is that we average periods of heat or cold, it's not consistently one or the other. You need to move further north or south to get what you're looking for. The dry air with an east wind will cause those low temps..but full sun and those temps this time of year aren't common even with a seabreeze.
