I don't know exactly. It's not in the NWS/NOAA or FAA purview I believe, at least when it comes to a location getting an AWOS installed. That up to the owner of the location and the one who purchases the AWOS.

As far as I know the list goes.

1. Have an airport

2. Buy your own AWOS (there are a few companies)

3. Call the FAA and fill out paperwork.

4. Wait until approval then wait another month to get added to the list of transmitted sites.

The main cost with AWOS units is not the instrumentation, but getting the communications established (VHF radio frequency and long-line transmission to NOAA or the FAA [which is optional]).
