Clay center should take shelter, even if there isnt a tornado warning on this thing

This, strangely, is not the first time I've seen NWS Hastings be slow to issue TOR Warnings…can anyone remember some other cases?

 

I know that Gary England would have (and did) issue warnings on air if evidence indicated a TOR even when/if there were no official TOR Warning...

* TORNADO WARNING FOR...
  NORTHWESTERN FILLMORE COUNTY IN SOUTH CENTRAL NEBRASKA...
  CENTRAL CLAY COUNTY IN SOUTH CENTRAL NEBRASKA...

* UNTIL 430 PM CDT
   
* AT 357 PM CDT...A SEVERE THUNDERSTORM CAPABLE OF PRODUCING A
  TORNADO WAS LOCATED OVER CLAY CENTER...OR 20 MILES EAST OF
  HASTINGS...MOVING NORTHEAST AT 30 MPH.

  HAZARD...TORNADO AND PING PONG BALL SIZE HAIL.

  SOURCE...RADAR INDICATED ROTATION.
