Temps at the beaches are also usually at least a few degrees warmer than the buoys. Either way, 70s is totally comfortable to swim in. After the mid section immersion is completed, sure. I drove through the one before it on the east side, it was like a whiteout of rain. No thunder though which isn't too surprising considering the mid level lapse rates are under 5.5c/km.
