The precip shield is the largest at our latitude because this is when the pressure falls are most significant and the negatively tilted trough is pulling precip back to the west...and the low is in the process of closing off. Once it finally does close off, and significantly so, the precip tends to consolidate more towards the center, which is what it does after it passes our latitude.
