"I would favor the Patriots over the Bills" It doesn't mean that the Bills can't win, its just that the Patriots are more likely to win. So when we say that "SE areas are favored"...it means they are more likely to see snow showers than further northwest....or in the event that everyone gets snowfall, saying "SE areas are favored" means they would be most likely to see higher amounts.
