A watch is the precursor to an advisory or a warning. Just bc you have a watch doesn't mean you're getting a warning.

So going from a Blizzard Watch to a winter weather advisory isn't a downgrade? Or going from a winter storm warning to a winter weather advisory? How about hurricane warning to tropical storm warning?

Wake Forest got 3 inches.

But 90% of the time the big one never works out for central NC. Something seems to happen 48 hours out to make it either north, south, east, or west of us. Even more the last three years. It seems to be all around us but not right here.

I guess it could still be a mess here this week, though. A few inches of snow with ice on top would still be bad for driving. And it could cause power outages depending on how much ice we get. Also, RaleighWx seems to think the last Euro op is too far west with the low, and the ensembles support that. He said the mean still has 7 inches of snow for RDU.

Whatever will happen will happen. And we have seen systems come in bigger than forecasted before. But also lesser than forecasted. It really can go either way.

How did you get 3 inches and RDU only received 1.5?

Someone's amounts are off. The difference between those places is 12.7 miles and the precipitation started first in Raleigh. How much did CR get?

You can have blizzard conditions without snow falling. 

The impact would be the same just different criteria.

A couple mph difference for criteria, impact would be the same.

Packbacker and my location are west of where Brick is located.  The heavier band literally set up just east of the RDU airport.  Like packbacker I ended up w/ 1.5 inches.

OK, so not saying this will happen, but if Columbia gets under an Ice storm warning, but temps take a while to get below freezing and it's changed to a freezing rain advisory, how is that not a downgrade? The impacts would be different with 0.5-2 inches of ice than just 0.10 correct?

The bolded is the difference. Going from a watch to an advisory isn't a downgrade, but expecting .75 in ice and ending up with .10 would be considered a downgrade.
