Yesterday during the storm, I didn't think it was that impressive in the Capitol Hill area. Much to my surprise today, I see that a trained spotter around the corner from me verified 6". Based purely on snow depth, I would consider that a good storm for my area.

Obviously the more snow the better, but 2-4" is good enough to feel like a legit event (grass mostly or entirely covered, need to shovel, etc.) and that's mostly what we've always gotten around here from events in a typical winter. If you need 12" or more from events to be happy in this region you're going to be in for a lot of disappointment.
