This type of difference happens when there is a snow cover and a clear night during an Arctic cold front. On January 28, 1987, following the famous "Double Whammy" snowstorms of January 22nd and January 25th-26th, the morning low was +7 at DCA, but -17 at IAD. I lived in the DC area for a few years back in the 1990s. Dulles is a "radiator" and there can be some very large differences in low temperatures.
