You do realize that even though 850 temps are cold enough for snow for about 3 hours or so, the surface freezing line is almost 100 miles north of NYC by hour 30. And even at hour 30, 1pm, the temperature in NYC is only 35.1 degrees, 2 hours after the bulk of the precip has ended. All the precip falls from 7am to 11am with temps of 30-32 degrees.
