Surface temps don't determine snow growth ratios, look at 700-800 mb in the atmos for an answer to that. For 20-1 you need about -18/-19c in the snow growth region. Leave early to go home would be the prudent thing to do even though for NYC the radar looks to hold off on the start of significant snow to 7pm or later.
