We have kids come to school in shorts and t-shirts with temps of 20. I feel certain there will be delays Tuesday but the temps won't go up but a couple of degrees in that time. It's pure PR. Oswego County... mainly the far northern portion of the County. * Timing... late Monday morning through early Wednesday afternoon for the lake effect snow warning. Monday night through Tuesday evening for the wind chill warning. * Accumulations... 3 to 5 inches Monday... more than 2 feet Monday night... more than 2 feet Tuesday... 5 to 10 inches Tuesday night... and an inch or less Wednesday... leading to storm totals of more than 5 feet in the most persistent lake snows. * Winds... southwest 25 to 35 mph with gusts up to 45 mph. * Visibilities... near zero at times. * Wind chill values... as low as 30 below at times. * Impacts... travel will become extremely difficult to near impossible with snow covered roads and frequent whiteout conditions due to heavy lake effect snow along with considerable blowing and drifting snow. Roadways will become partially or fully impassable for a period of time. Interstate 81 will be greatly impacted from Pulaski to just south of Watertown. Dangerously cold wind chills will pose a risk for frost bite and hypothermia for anyone outside for even very short periods of time. This is a life-threatening cold for those not in shelter. Precautionary/preparedness actions... In lake effect snow the weather can vary from locally heavy snow in narrow bands to clear skies just a few miles away. If you will be traveling across the region be prepared for rapid changes in Road and visibility conditions. A wind chill warning is issued when a strong wind will combine with cold temperatures to create dangerously cold conditions for exposed skin. The wind will make it feel like it is 25 degrees below zero or colder for several hours. Those planning to venture outdoors should use common sense and dress warmly. If you lose power and plan on running a generator... make sure that the generator is located outdoors and is properly ventilated. Space heaters should also be properly ventilated and used only if they are operating properly. Make sure snow does not block exhausts and fresh air intakes for high efficiency furnaces and water heaters. I know it will be cold but without deep snow cover it won't reach full potential. People will remark how cold it is and by the weekend we will be in polo shirts. Of course, if I were providing counsel to school districts I'd advise a delay. Don't boo me Ian! CYA for what? That's what I don't get. I don't really understand why school is cancelled for piddling snow events, either (well...I understand, but don't agree), but to cancel or delay because of cold as a CYA measure? It makes no sense. If parents are dumb enough to send their kid out on a cold morning without gloves, a hat, and an extra layer, then it's not the school's problem.
