The valleys of the rolling hills of Carroll, Far N Baltimore co's etc. are between 0 and 5 right now. This is pretty rare air for this area; it doesn't come along often especially not with snow on the ground and a cloudless sky. Pretty cool if you ask me. You are correct: http://www.erh.noaa.gov/lwx/Defined/ I wonder also if LWX will bend the rules slightly... like if its -15 WC if they will go ahead with warning cause we havent seen this type of cold in 20 years... and also school will be back in session so kids will be out waiting for the buses... I'm 18. I think if you move it, it would have to be somewhere in upper NW. Moving it into DC wouldnt solve a whole lot unless you got it pretty far up there.
