There have been several +AO/+NAO/-EPO Decembers but very few were above normal snowfall, and I'd venture to guess maybe only one or two (if that) were both colder than normal and >6in of snow on Central Park. Higher intensity definitely reduces accretion to some degree. More of the rain drips off the limbs and wires before it can freeze. But it wasn't before when the rain was heavy, so I'm guessing once the temps start getting more borderline (like 28 or higher) then that becomes more of a factor.
