Well when was the last time we had widespread 3"+ amounts, not to mention the wind potential. You're never going to be dry slotted west of a 992mb low over Long Island. Maybe for Nassau but not for most of the region. Either way it's semantics. The whole region is over 3". At hour 29 a huge rain shield is located from NC to Philly about to move through the region. It's light to moderate rain but it's a steady rain for sure.
