I'm located in a relatively higher area and it's absolutely roaring outside; meanwhile PHL reporting just 8mph. I imagine some of those gusts will be mixing down in heavier bursts of precip. At 15 hours it looks like the 850 0cel line is east of the city or right over top, and between 15-18hrs .1 falls, and another .01 between 18-21. Temps surged up to 55.2 at 249am then back down to 42.5 by 349am now slowly falling and down to 39.5.
