Without a scientific basis I'll say in the neighborhood of Thanksgiving, give or take a day.

 

But for the immediate future, with the strong flow of moisture for the "event" Sunday into Monday, I guess it's possible someone will overperform and see an inch.  Maybe not KNYC specifically, though.
