Is it SOP to have a certain group give a final EF-5 rating? Does a regional or local survey team have the authority to rule EF-5? It seems like the pattern with an EF-5 ruling has been to prelim rate @ EF-4, then upgrade to EF-5 in the following days. The 7 prelim EF2+ tornadoes in Indiana currently ties for 4th place for most F/EF2+ in an outbreak and is the 2nd most F/EF2+ in a November outbreak (10, 11/22/1992). RAZR 2 I'm honestly not sure about the ability for local offices to rate a tornado EF5 (I think they're allowed to now). As you can imagine, most are hesitant to do so without an outside expert opinion. In this case, I'm guessing it's likely either Tim Marshall or Jim LaDue going up there to survey. This was a rather incredible November outbreak. Hoosier, props to you for being on top of this one, and also props to Tony who nailed this one just like he nailed October 4th.
