Generally speaking we try and stay away from manually manipulating the ZFP. That should be done in the grids to get the wording to come out correct. That way the P&C will also read correctly. When you hand edit the ZFP, that's when you can get large discrepancies between that and the P&C, and that's bad for business. Like you said though, the ZFP usually is good on QPF events because it averages over the zone. Of course, that blows up when you have sharp gradients (like the coast or rain/snow line). That ptype forecast is the worst part of the P&C, it tries to get too precise. We would love to tone that down, but it quite literally may need an act of Congress to change the formatter on the P&C pytpe.
