I was partially right, since the DCA move it has only happened three times. However, two of those have been in the last 6 years (2007, 2009), and they at least had lows in the mid-60s instead of these tropical lows. I'm in a town home and neither of my immediate neighbors have down spout extensions taking the water away from their houses. I do for both front and back. When the water runs down the spout for the neighbors, it just pools on the ground. The locations of their spouts are very close to mine. Would you a) approach them about installing their own or do it for them (keeping in mind that extensions are not terribly expensive. I just want the water away from my house). I approached my neighbor about tying his into a central extension form my house and he was fine with it. I have yet to do it but plan to soon.
