Apparently nobody saw anything in the sky and the leading cause (a radiation(10cm?) leak from a substation) has been ruled out. It has since dissipated. I know at least 1 type of aircraft in operation in that area is capable of altitudes > 20k MSL Chaff is used in electromagnetic countermeasures, as the above images prove how it can alter RF signals. The current standard is aluminum impregnated fiberglass fibers, which sounds exactly like what was recovered. Probably just an accidental discharge or weapons test at redstone. Speculation: Redstone Arsenal is the home of the US Army Missile Command, it could have been some kind of missile defense testing, perhaps an attempt to shield ground targets from RF based weapons or sensors.
