Clearly that's what they must be using, the circulation that is apparent at 4000 feet is not showing up at 1300 feet. Seems like a dangerous game to play though, I don't know they are the experts. There has been too many times over the past few years where a confirmed tornado is on-the-ground and they would issue a warning afterwards. It's embarrassing how reluctant a NWS that covers a 6 million inhabitant major metropolitan area will avoid issuing the proper weather warnings for fear of ambivalence of its urbanized residents...
