It's only showing up on CR. Yeah, that's the first clue its not an outflow boundary, you want to always look for them in the base reflectivity. In fact, base reflectivity should really be your starting point for everything. Looking at the higher level cuts, it looks like its at least 20,000 feet AGL. Probably just some very high virga.
