Usually he has a "RAIN" area but he didn't put it here. At the 3" line, anywhere to the exterior of that line he expects up to 3", and so on. Using KNYC as a reference point, Central Park is just to left of the 3" line wich means they are in the 3-6" category. Closer to 3" than 6" but 3-6" nonetheless.
