Again...just like we discussed the other night - this is a radar illusion caused by the elevation of the radar beam/pulse. There isn't actually a hole like that over DC right now. Much of that has to do with proximity to the radar beam. Just switch to ric or dover and there are 25dbz returns over areas near dc. I know those graphics are produced internally at HPC, and I know those updated SLR grids make it to the WFOs via GFE. But I never explored the availability of the Roebber output online since they're available while working. It doesn't help me when I'm home...lol! There are newer, alternate graphics as well, at least with the NAM. Specifically, a 'modified' NAM Roebber based on percentage of riming (riming according to the NAM that is). It only creates havoc because of the panic effect, which I've come to realize people in this area thrive off of. 1 inch should never cause a disaster. Roads are already treated, we have plows/salt trucks unlike southern cities. If you can sweep snow with a broom, nothing should be shut down.
