Looking at the 00z DVN sounding, freezing levels were around 9500 ft. However, it was pretty unsaturated at that level and there was probably some wet bulb cooling. But a 9500 ft freezing level corresponds pretty closely with 23 kft for a 50 dBZ height on the warning threshold. That cluster by Ottawa does look to be very close.
