If it isn't windy, it doesn't feel cold when snow is falling. (IMO)

 

Any thoughts to why 28 and snow feels warmer than 28 and no snow?

 

My theory is that the flakes provide a little insulation by reflecting the IR escaping your body.  The same effect, but muted of course, as digging a shelter in a snow bank.  The fact that so many people report this phenomenon leads me to suspect it's not simply a matter of perception.
