Yeah, I'm not sure why they didn't this time around. Nor am I sure why I didn't take the lower level.

I feel like I should know this, but would the lower level have acted as a wind tunnel?

Not sure but my guess is that there is enough blockage on each side of the roadway to deflect as much or more wind than would get funnelled, resulting in overall less wind getting into the lower level. At least, that's the only rational reason that closing the upper level would make sense.

Good point about that blockage, I had kinda forgotten about how much blockage there was for a sec.

Anyway, we officially have tropical storm conditions at JFK. They are sustained at 39mph and gusting to 51mph.
