Not sure but my guess is that there is enough blockage on each side of the roadway to deflect as much or more wind than would get funnelled, resulting in overall less wind getting into the lower level. Hopefully winds die down later or we could experience more flooding due to the lack of sand protection. I'd estimate some gusts over 50 mph earlier this morning.
