I can tell you for a fact its true. I have seen it many of times, like this morn it was in the 20s when i left my house was mid 30s at work. You can feel it to where the station is at. Its warmer, its up 500 ft. But when you go in the valley locations on the course around 380 ft is a heck of a lot colder.
Snow_Miser
27.3 in southern Somerset county right now. High clouds have yet to move in.
famartin
What has developed is a very shallow radiation inversion, so local high points are going to be noticeably warmer, as will urban areas. Right now Philly proper (not the airport) is still around 40 per Wunderground.

cast4
An example of the difference a few hundred feet makes in this situation, my house in the valley at 200 ft is reading 32 while the weatherbug station near Wayne is reading 40! 29 out in Millersville right now. Mitchell Gaines
A lot of locations are cooler than the NAM 2 meter modeled temp at 3z. However MIV jumped back up last hour. I would think steady temps from here or rising like @ MIV, even though they will be mostly or all rain. I'll see if the EC has a better handle on the 3z 2 meter temp. Right now EC does have better handle than US models.

Isotherm
Looks like most places have bottomed out and are slowly rising now. PHL up to 38F, NE PHL up a degree as well to 34F. I'm up a degree to 42. My low will likely come during the heaviest precip tomorrow morning.
