Water was spilling directly into the park, but he was definite about his observation. Was he in the same place during Irene I wonder? The steady, above tree-top roar was louder. I saw red flashes, heard a branch or tree break, and saw/filmed the top of my grandparent's pole light flying off. Could be, hard to tell but he was talking like he was set up in the same place as Irene, but based on the observations, it's hard to see how the water wouldn't be any higher. Power to lower Manhattan has been turned off according to ABC news 7 roughly south of Freedom tower.
