From what I have read from local offices, they are providing both surge and total storm tides. Then this is confusing..why not just say how high the water will get along the coast? Once it's no longer tropical it becomes the local WFOs responsibility to issue watches/warnings. That is what is currently forecasted. Extratropical transition prior to landfall.
