Right, now they can show their reporter's wind pants whipping around and claim is the start of hurricane Isaac. My guess is very few, if any, land stations sustain hurricane force wind speeds. I'm with you on the fact that they are told to be prepared for hurricane conditions and that's what they should be doing. It's still offshore and is forecasted to make landfall as a cane. But on the other hand... the data pretty much was on the verge of a hurricane and 80 minutes later..it was called one. So what do you do? The problem is quantifying surge risk is quite difficult because localized effects and slight changes in timing and wind direction can result in huge differences. Had the levees in NO worked as designed in Katrina the impacts would have been much less even if the storm was exactly the same. It's a challenge to communicate risks that can vary significantly spatially and have an even higher degree of uncertainty when you're forecasting a storms impact over a huge (multi state) region. Yes exactly because now its "Officially" a Hurricane, Not that anything really has changed except the classification, The public seems to react more to hurricane then a mentioned tropical system even though there is not much difference wind wise as it is a minimal hurricane, Like most have said the wind is not the driving factor but that's what the public relates to in these storms, The surge and the rainfall is what this one will be remembered for.
