Probably like a mini Woodstock out there. They wanted people to take cover at the height of it and were having trouble getting the message out so they blew the siren. I'd think if sirens went off, no one would know what they were for. They went off on June 1st when the TOR was issued for the earlier cell and Amherst was specified. Despite the false alarm the events of that day obviously left an impression of folks locally. Plus after VA Tech they've done a number of drills with the siren simulating a violent event on campus. So people are pretty much aware of what to do. But it's a college so it's especially hard to predict behavior. Heck in Oklahoma a tornado siren causes a stampede to the observation deck rather than duck and cover. Of course anything will attenuate if's pouring on the radome and the beam is propagating the long way through a squall line or something, but in this case I don't think it's a big factor.
