If one forms but stays in a forest, fair enough. If one forms and then moves out of unpopulated areas, then people can get hurt or killed or suffer through significant property damage. If anyone needed reminding of that, last year provided a good example. If by TOR you mean Tornado Warning, then hopefully we don't get too many. It has gotten too easy to issue a Tornado Warning and then "verify" it with non-tornadic events. This cheapens the warning. If a Tornado Warning is issued, one would expect a tornado or funnel cloud is highly likely. Which then feeds back into the first point. How about a nice game of chess? Or a good thunderstorm?
