During the Summer months, the Sun does "rise" somewhat North of due East, and I have seen instances where the Sun, because it is broadcasting a lot of frequencies, will show on the radar. The circles are most likely birds, I've seen Canadian geese do this before but they aren't around this time of year. It is true that some birds follow a diurnal cycle, they spend the night on the bay's shore then during the day they go out to the surrounding farm fields to eat.
