Just waiting to mix down higher temps aloft that are beginning to push through. Not surprised of Troy's higher than surrounding locations temp, which seems to happen quite often. If that method is correct(which it usually is) ORD likely already had an intra-hour 94/95 before that OBS, as the ACCAS then moved in and knocked temps down a bit.
