Major difference from previous years. 1 or 2 out of 12 months cooler than normal, and 2013 has 5 cooler than normal vs. 4 warmer than normal months now. However, the positive departures in the 4 warm months have been more anomalous than the cool months, so if you total it up by departure, we're still above average for 2013. Still an impressive change, which was to be expected given how torchy we were 2010-2012.

It looks like the increase in blocking on the Pacific side made the difference between this year and the last 3 through

September.

Agreed, the +EPO is an absolute furnace teleconnection for our neck of the woods, and arguably the most important winter teleconnection. N/C PAC H5 pattern not surprisingly very crucial given its upstream location from the Northeast in the mid latitudes.
