Jim Cantore just showed the dual pol on the Damacus storm and it doesn't appear from that there is a tornado.

A TDS can only be used to confirm a tornado, not to rule one out (even as a rule of thumb, not just in a strict/technical sense). Velocity shows a tight low-level mesocyclone extending down to at least 1500 ft. AGL so a tornado is possible at any time.

I wish there was a "Storm will be TOR Warned before it matters to you" warning :-p

For example, the storm SW of Alexandria is tracking RIGHT at my in-laws in Oak Hill, VA. It will likely be TOR Warned in the near future.

Go ahead and put it out now...too many people in NoVA to wait for confirmation.
