Most folks have come to accept that higher gov't officials in any agency are not always qualified, accountable, nor believable. Jack's predecessor, General Johnson, got fired for the same thing (misappropriation of funds for CONOPS). It's not a shock really, and it's good to know why Jack suddenly "retired". Intriguing timing of this article tho...issued AFTER JH's retirement speech. Now we know why Jack was so quiet on the IT issue. He had his own personal raging battle to fight. lolz. She also said that after the report was released, NOAA asked for $26 million for the Local Warnings and Forecasts base budget and for $9 million to upgrade a network of radar stations. True...but it wont be a continuous front page like the Fox scandalous report of the DOA official a couple years ago. The general public will continue to get forecasts/warnings etc from the NWS and not think about this in a couple weeks if, in fact, they do now. Hayes is a good guy that meant well, not some skeevey politico. At that level, you have to place a certain amount of trust in your deputies to faithfully perform the mechanics of a large organization. His budget director and FinOps teams let him down. He merely took the fall. Dunno about his CIO and the IT issue. If anybody thinks it was just Hayes and the NWS at fault, you need to be looking a little higher up. Or, more rightly, across the board. Government FinOps is cumbersome and fraught with peril. Unless you are a finance wiz, it's easier to get it wrong than right.
