Shear is just a little bit too weak so the updrafts/downdrafts aren't being separated enough...probably just even 10 more knots of shear things would be a little different. In May 2010 I had 2 separate severe storms in one night (one severe hail and another severe wind). In June 2009 we had the Wethersfield tornado that produced large hail and wind damage in WeHa. Idk if its from the 1600' mountains to my west or what. I'm obviously embellishing but I feel storms which actually reach svr criteria are very few and far between in my town.
