Yea, IMO, not smart. But then again, what can they do? You likely can't move everyone to a less exposed area, so you have to try to limit panic. Southeast of were I-35 & I-135 meet there's an area of trailer/pre-fabricated type homes (zoomed into street level on Google Maps to confirm this). This is not good! Eastern Wichita doesn't look any less populated than downtown; moving through a populated area instead of a business district at midnight seems worse.
