The storm is at the northern end of the outlooked area, but it is in a localized environment that is more favorable. Going off where GR3 puts the TVS, it looks like the tornado tracked just west of downtown. Hopefully. Although west of town is America's largest railroad yard, so if there really is a large and extremely dangerous TOG then there should be quite a bit of damage there.
