Im sure cities like Detroit, St. Clair Shores, Redford, Dearborn, Gross PT etc... Sees at least 2-4" less a year. Prior to 1966 the official data was at Detroit City Airport (NE Detroit) from 1934-66, then 1870-1933 it was at various locations downtown. I often wonder what the differences would be.
