Mike, please consider highway location as well as the highways follow elevation. Many posters already use this as their delineating points for snowfall/rainfall maps and predictions. Please consider not only the highways but the amount of impervious coverage. It appears temps and precip with the urban heat island effect play an integral part within these counties. Lastly South Mountain is a big determinant in this after traveling back and forth from Macungie to Eagleville for nearly ten years by the NE turnpike, Rt 100, 29 and 422. When I left Thorndale(350') it was snowing very lightly with no accumulation.
