It seems that the 700 mb chart brings a period of good mid-level moisture north almost to the Mason-Dixon line but north of the Potomac River, little if any reaches the ground. GFS sounding for BWI at 0z looks like snow, but then actually warms a bit aloft at 3z tomorrow and probably is a mix of rain and snow. Latest HRRR is more aggressive with forming precip over the region (composite reflectivity): It also puts 2m temps in the upper 30s/lower 40s under this precip. and keeps it rain. 850mb 0c line is right over DC at 2300z.
