earthlight
The upgrade will begin on January 16th, 2012. The radar site is expected to be down for two weeks. "Dual-polarization helps the radar better distinguish what types of precipitation it scans, which will enhance the accuracy of our forecasts and warnings. All National Weather Service radars around the country will be upgraded with this technology over the next two years." Brian5671
and of course we'll get a HECS in that timeframe. 2 weeks is a long time for it to be down.

You can use the Newark/JFK TDWR and the Boston, Albany, and Mount Holly radars to get decent idea as to what's transpiring.
tornadojay
maybe this would help the weathertap radar.... man, the precip types weren't even close for the October storm.. but I realize those were unusual circumstances... I like weathertap's radars, but using it for precip type generally doesn't work very well, in my experience.

I like weathertap's radars, but using it for precip type generally doesn't work very well, in my experience. Part of this has to do with the elevation of the radar beam. At the end of the day, nearby surface reports are going to be the best ground truth.

Unfortunately being about 15 miles NE of Bridgeport puts me at the outer limit of the other regular radars and out of the range of the TDWR's. They'll be O.K. for an idea like you say but they are usually not as accurate here.
LocoAko
Finally, something I know something about! I'm more than excited for this. Unfortunately, the dual-pol data is primarily proprietary right now and won't be available on the NWS site (yet). Besides the GRLevelX plugin, the only way for most of us to view the dual-pol variables will be through the Radarscope App on our mobile devices. An interesting conversation is occurring on the GRLevelX forums about the initial usefulness of dual-pol in terms of actually determining type of precipitation. Link? I don't know why it wouldn't immediately be useful...

LocoAko
Here's a link from the Chicago NWS about how they've used dual-pol in their recent winter storm.
