The question is, does it sort of sit in place or slide east? It seems to be slowly moving east as it develops. In any case, text book example of frontogenesis right now. Notice how the winds in WV and PA are due west, ushering colder air in, at 700mb. Now notice the wind barbs across the Delmarva. Notice how they are sw and paralleling the coast. That area of convergence is what we called frontogenesis. As a result of this thermal imbalance, You get a circulation in the vertical that causes banded precipitation.
