The record October snowfall at Windsor Locks, CT is 1.7''...This should be SHATTERED...it's very possible that Windsor Locks could get more snow in a one hour span at some point during the storm than in every single October combined on record. Blizzard conditions are certainly possible during the storm...tough call though as to whether or not the official criteria would be met over a large enough area.
